As far I remember, this was an openbox >bug. Can someone confirm that ? Yes, there is an Openbox bug which is patched in latest Ubuntu packages. It is reported to Openbox upstream. But there is also another moment in that: starter should also support startup notification. Applications that are started from PCManFM have startup notification.
