Yes, there is an Openbox bug which is patched in latest Ubuntu packages.
It is reported to Openbox upstream. But there is also another moment in
that: starter should also support startup notification. Applications that
are started from PCManFM have startup notification. LXPanel though miss
the support for it and there is a bug report in LXDE bugs tracker against
that bug.

It is reported where appropriated already, it is not everywhere fixed yet
though. Just be patient and wait.
