This is very strange behavior. I would like to know which exactly
version of Lubuntu did you installed and what else did you changed?

If you are talking about latest LXPanel (0.7.0) then I should assure
you it does not use LXShortcut anymore but shows that properties dialog
internally, using LibFM functions. That may happen the same way as it was
with LXShortcut in fact - if libfm-modules package is not installed.
