Plasma 5.3 (scheduled for April) will require at least Frameworks 5.8. Might become even 5.9. So any distro shipping the latest Plasma will also have the latest frameworks. Given that I think it will be pretty safe to require 5.7 if you intend to release after Plasma. In general Plasma requires the latest frameworks release as many things are still developed together (e.g. KWin adds new features to KWindowSystem). Cheers Martin
