For "Debian" menu to appear you need 3 things:

1) in your current menu (i.e. ${XDG_MENU_PREFIX}applications.menu, search
path is $XDG_CONFIG_HOME/menus:$XDG_CONFIG_DIRS/menus, see the XDG menu
specification) there should be menu "Debian" added which merges the file
debian-menu.menu;
2) the debian-menu.menu menu should be available in mentioned search path
(usually it's in /etc/xdg/menus);
3) at least one actual debian item is present in your system (something
with one of categories like X-Debian, X-Debian-Applications, etc.)

Check if all are satisfied, they're probably not if you don't see that
menu.
