That is pretty much strange. Restarting the panel should just stop
current panel and start new one with existing configuration, so either
bottom panel configuration file was deleted, or it was badly damaged.

The simplest advice for you would be to read code of existing plugins
in the lxpanel sources. There is no common answer to your question, you
should develop your way to update status.
