Pootle server doesn't work properly for past few months so for time being (until it's upgraded/fixed) it was decided to change workflow to manually do updates. You can get PO files from GIT sources (@ http://git.lxde.org) and send updated files to mailing list so developers (me or someone else) can pick them and update GIT. We sincerely hope Pootle will be back working soon but until it does, we are sorry for these inconveniences.
