This is most likely the problem addressed in https://github.com/lxde/lxqt/issues/948. It is fixed in VCS, a workaround other than upgrading does not exist.
If feasible you could figure out whether the problem persists at your side when running a VCS checkout of lxqt-panel. Otherwise you could wait until 0.11 is released which will feature the fix as well.
