Hi there,

You can open a PCManFM-Qt window, select Edit > Preferences > Volume and in the 
"Auto Mount" section, disable automatically mounting.

PCManFM-Qt uses udisks2 to do the mounting/unmounting, so you may want to check 
the permission configurations in 
/usr/share/polkit-1/actions/org.freedesktop.udisks2.policy.
