answering my own question after a bunch of hrs digging with the support of Alf. What I wanted was to add a section [desktop] in /etc/xdg/pcmanfm/lubuntu/pcmanfm.conf . Pcmanfm will then take that section and create a desktop-items-0.conf in the user's directory with those settings as defaults. Why lubuntu ships /etc/xdg/pcmanfm/lubuntu/desktop-items-0.conf is beyond me, it doesn't seem to be considered anywhere, certainly not by pcmanfm.
