I should perhaps add in evidence that a grep of ~7000 public domain
svg files at http://www.openclipart.org only six had title content.
A student and I are currently adding title content to files:
http://www.openicon.org
I have also been advised that an inkscape bug#209199 from April has
resulted in a title dialogue being added to the most recent developer
releases.
there is far more, but that's a flavour.

feature to you, consider sponsoring its development. I'm sure he'd

to incorporate a useful patch such as this. But don't expect
others to give
you neat features for free just because you want them.
