I've Googled for a Windows-built one with OpenSSL, but failed to
find any good / recent ones. Looks like you need to build one yourself
using 'nmake OPT_SSL=1 SSL_DIR=<your-OpenSSL-root> -f makefile.msc' .
But it depends on your skills. Good luck.
