a URL and/or direct quotation of the spec is the way to proceed in a discussion.

The key text seems to be <https://www.w3.org/TR/html5/single-page.html#frozen-base-url>. The list item numbered 2 says the href is interpreted in the context of the base URL that would be used if there were no BASE element.

Note that IETF are not really relevant here, as the the scheme could be one that was not defined by IETF.

(As I understand the history, W3C didn't have much to do with HTML 5, even though it looks as though they have now adopted it into their standards.)
