Eh, no.  There is no single right encoding.  The right encoding varies
with almost everything involved: the human, the OS, the terminal
(or now more often terminal emulator) in use, the webpage being
fetched, possibly other things I haven't thought of.

In particular, trying to tell me you know better than I do what
encoding is right for my use cases is a pretty sure path to my writing
you off as a religious nutter (for, admittedly, semi-metaphorical
values of "religious").
