lynx-dev Latest February lynx.exe with partial dired posted

I posted the latest February MingW32 lynx.exe to alt.binaries.warez.ibm-pc.
This is a nearly universally available news group, so all you parsimonious
hackers should be able to get it.

This version has the partially working dired support and the character-
conversion problem plainly visible on European-language news groups.
