lynx-dev Japanese messages not packaged?

There is no ja.po in
<http://lynx.isc.org/release/lynx-2.8.3.tar.gz>, which is announced on

   Linkname: Lynx2-8-3
        URL: http://lynx.isc.org/release/

as "the distribution with available international message catalogs".
Shouldn't it be there?  After all, it's available.

(Debian used to package a
   /usr/share/locale/ja/LC_MESSAGES/lynx.mo
in their last 2.8.2 binary package.  I assume that was based on Henry's
ja.po, so it is being used.)
