That was my interpretation, too.  Wonder if it could have anything to
do with:

2000-08-24 (2.8.4dev.8)
* refine CJK-related suppress of refresh() in statusline() to do this only
  when the status line does not contain CJK characters (Hataguchi Takeshi)

I'm using Lynx 2.8.4dev.8 still, and the "flickering" is pretty bad IMO.
