We expect Lynx to interpret the file as an image (our logo) and insert
this image into the document where this line of HTML code occurs. I did try
lowercase letters and it did not work.

what do you expect lynx to do with the gif file?
(given that you're on VMS, which ignores upper/lowercase differences
in filenames, I doubt that the difference between "HOSLOGO.GIF" is
the main problem, but to be correct, you should use lowercase afaik)
