Oh; "never mind."
I'm not sure what was broken before, but since NetBSD packages
have the latest versions of things under /usr/pkg/, adding
the above flags did help. My dev17 lynx binary accesses
http://www.moxienet.com/lynx/ssl-test correctly.
Also, I added "--with-ssl=/usr/pkg/include" to the configure command,
because OpenSQL includes are beneath there.
