Standards conformance is policy; it's a selling point.  In any case,
implementing non-standard features tends to involve reverse engineering
them, as, even if there is a written specification, its unlikely to
be obeyed.

(The sort of problems one gets is code that test for Netscape, then
generates layer elements.)
