it is also neccessary.  the FSF will almost certainly not accept lynx
as "true GPL" if not each and every developer has signed the papers.

so if in a first stage everyone forfeits his personal copyright to TD,
unless he GPL'ed his code in the first place, then he TD can give it
to the FSF.  for this actual paperwork has to be done, i'm afraid.
