Please try (note the /html/ part):
openjade -d /usr/share/sgml/docbook/dsssl-stylesheets/html/docbook.dsl \
-t sgml file.docbook > file.d1'

Should come with the docbook-tools or docbook-toys (SuSE Linux) package.
