I think I found the problem that was causing problems for Bernard.
Some of the .po files have the character set written in a form not
recognized by the libiconv library which must do the conversion
between character sets. The libiconv library recognizes character sets
of the form "ISO-8859-*", but does not recognize "iso-8859-*". These
are treated as unknown character sets and not converted. Obviously
this problem does not arrise if using a display character set which
doesn't require conversion. The appended patch should fix the problem
for lynx, but I wonder if this is a larger problem for the translation
project. Acceptable charset names are found on some systems in the man
page for iconv_open. On others they can be found by running
"iconv --list".
