No, this was just another site that I have to use for work. I haven't had time to start working the SSL issue with the other. The other site, https://gw.dol.state.ga.us, works fine with lynx except that I get an SSL error every time I go to a new link. I have no clue as to why the other site won't work at all. I've never encountered this before.
