Not 100% sure, but I think it isn't completely.
I'm using follow-mouse, too. But the Image processing program I use
(IDL) is able to open windows that leave the input focus in the text
console when the mouse pointer is moved from the text console *directly*
into the graphics window (i.e., the cursor mustn't hit another
aplications window or the root).
No idea how this is done, though (IDL uses Motif, maybe that?)
