One of the regular contributors on the developers list is also writing
screenplays and has developed a .layout file and matching .sty(.cls?)
file for use in writing screenplays. (He lives in the U.S. and has
developed the style to match that required by Hollywood)

Templates would give you some help but only for small differences in font
sizes/shapes within a rigid framework like a letter. Everytime you start
a new entry of a predefined style it would still be in its predefined
state which is what you are trying to avoid I think.
Any new style must have a corresponding LaTeX output. So, any style must
therefore be found in a .layout file and a corresponding .cls or .sty
file. Somewhere down the line an automatic .layout/.cls generator may be
made but don't hold your breath -- it'll probably be at least a year
before any of the regular contributors gets around to anything like that.
But, if you'd like to use your 30 years of software experience to create
such a generator/editor it would be appreciated by all LyX users and
almost every LaTeX user also. The project should probably be separate
from LyX and submitted to CTAN since it would be primarily of use to LaTeX
users.
