algorithm floats

These are mentioned in the docs in two places:
        User Guide,  where JMarc says there is no documentation
        Extended,  where it says it needs algorithm.sty

Someone has some work to do.

algorithm.sty should be added to the preamble by LyX during the validate()
call.  Any volunteers?
