Since this timeout is for starting ispell and it does not blick the
GUI (AFAIK), I do not see it as a big problem. Especially since either
ispell is there and working or it is not. It's not like a timeout on a
network connection which might or might not be there...
However, we could turn 15 into something a bit lower.
