Concerning the development branch I think you are right. The bibtex code
should be cleaner and more efficient.
The way I see it, I think, that the class InsetBibtex should store the
keys of the bibtex entries in a STL container (may be sorted), which is
updated when the document is loaded (or the first time the Insert Cite
dialog box is opened) and then only when the user requests it (for
instance opening the bibtex dialog box and pressing OK).

BTW, when I first submitted the bibtex patch, I offered to do the same
for the development branch. Do you want me to do that, or do you prefer
to do it yourselves?
