On further review, it seems that if I can somehow tell latex that under
all circumstances, it must put at least 4 lines of text together, or
none at all, I solve alll the problems. There's another page that I've
found with a problem: after putting the figure "here", it prints a
single line of text after it. Since it's from the middle of a
paragraph, it's neither a widow or an orphan.
