In the INSTALL file, it tells to run the "autogen.sh" script when you
use the lyx-devel cvs checkout.
In order for this script to work, you have to have autoconf, automake
and gettext installed correctly.

Not at all. Please give it a spin and report bugs here. We rely on
volunteers to help out testing LyX.
