I can reproduce it when I have a Win32 pplatex in the PATH (I have
momentarily installed tetex to check). The problem disappers after
I get rid of it.

Notice that pplatex comes with the Win32 version of LyX, not MikTeX.
LyX/Cygwin works perfectly with MikTeX and there's no need to uninstall it.
