aspelldata-0.60.4-root.exe is not intended to be used with LyX 1.4.2/1.4.3. You should not install it. The Windows installer will setup everything automatically, including Aspell.
For LyX 1.3.7 and 1.4.1, keep your old Aspell installation in C:\Aspell. Joost
