Why another mailinglist? IMO the existing mailing list is good for general discussion. It was possible at some time in the past to send emails to bugzilla by replying to the automatically generated messaages, but that was not reliable, and creating new messages was not possible either. I would really like if that would work, but I don't know why a mailinglist would be useful. If you just want to get a mail for every new bug you can set that AFAIK in your bugzilla preferences.
