[patch] chars-transpose

Hi!

I attached a patch (actually two, one against 1.4.4svn and one against
1.5.0svn) to bugzilla (http://bugzilla.lyx.org/show_bug.cgi?id=2939). To
make it useful, you'll want to create a key binding for it (not included
 in the patch). I believe Jean-Marc is planning to commit it as soon as 
he gets a chance to test it, but meanwhile if anyone else wants to test 
it...
