Fixing the "valid css" link on lyx.org pages

The w3c css validation engine can no longer find the lyx style sheets. 
Please adjust the html to something like:

    <link href="foo.css" media="all" rel="stylesheet" type="text/css" />
(The type attribute is currently missing.)
