ftp.lyx.org is indeed placed on a machine with real maintainers and with correct bandwidth (they also host vlc). It is also mirrored in different places.

I assume this means we can safely put packages related to LyX on ftp.lyx.org without worrying that it'll choke. The only drawback I see is that it's basically Jean-Marc and Lars that could move new packages there. Maybe a problem depending on how often new packages would be needed.
