In the existing LaTeX output routines, \par is output at the end of any
\begin{flushX}, etc., section that is set via the paragraph alignment
dialog. In my testing, I have never seen the presence or absence of \par
make a difference, except for its causing problems in some cases
(tables, section headings, etc). I believe this is because the current
output routines guarantee, in any event, that there will be a double
newline in such cases. Does anyone wish to comment on this?
