Only in the case of moving arguments, I'd think. It's pretty much the
same as alignment. Though, as I said, you want it inside by default,
because then it'll override anything set by \begin{}. The current output
routine puts it outside, in which case it would have no effect if
\begin{} were to reset it.

If the plan is largely to prevent such customization with moving
arguments, then this may not be needed.
