No, actually I'm okay with this. I think that at one point we had
suggested the following:
By default, the rtl option will be set to true. We can, however, keep it
as a flag, which can be used to turn it off on really slow machines if
the user knows that rtl won't be needed. So that option would probably
belong in an optimizations tab of the preferences, rather than in the
language tab.
