I depends: what is the latex output you'd like to have? The best is to
ask a CJK user what we want to obtain, and then see how to implement
it.

JMarc was obviously not aware of what you say below:
The bug report contains a
testcase and it is obvious that \selectlanguage must not be called when
there is no argument for it.
And yes, as you can see from the list, I'm in contact with CJK users.
I'll have a look at this bug again.
