I wonder why we need python at all. Ok, I haven't had time to look at
the new "external" inset so maybe I am missing something very obvious.
But I have been using LyX and xfig for quite some time without 
python so I wonder where this new dependency comes from.

What's the problem with calling transfig with system(3)?
