Install Win32 Instructions

I had a bit of trouble with Step 7. of http://www.lyx.org/trac/ 
browser/lyx-devel/trunk/INSTALL.Win32 by following the instruction  
too literally.
Preceding instructions excellent.

I suggest the following would be an improvement:
7     Compile

      From MS Visual Studio command prompt (not the regular cmd.exe),
      cd <lyx root directory>\development\Win32\packaging\
           build_msvc.bat

This worked for me.
