I haven't looked into this in detail, but I strongly suspect that we do now need to do something about bug 2154. As JMarc warned, having \label commands inside \sections (e.g.) will cause LaTeX to choke when hyperref is loaded, in certain cases, crucially, when you also have a TOC.
Abdel had a hackish fix for this in Text3.cpp, which is still noted there, but something more robust needs doing.
