Could give a more precise scenario where this happens?

scenario 1:
- clear out the clipboard (on Windows I can do that in MS word).
- go to LyX: the "paste" icon is not disabled.
- move the cursor: the "paste" icon is disabled.

scenario 2 :
- clear out the clipboard (on Windows I can do that in MS word).
- go to LyX and move the cursor: the "paste" icon is now disabled.
- go to some external app: copy something to the clipboard.
- go to LyX: the "paste" icon is still disabled, you cannot paste.
- move the cursor: the "paste" icon is re-enabled, you can paste.
