I was thinking to disable the scrollbar if we are not inside the inset,
but I think it should stay there all the time. Also we have to update it
every time we enter an inset which is larger then the screen. The single
insets will remember their scroll status and so remain scrolled (is this
english?), we already had this working in the old development branch.

No only the inset will scroll horizontally the rest of the text will not be
touched!
