A bundled subset of Python is installed, you don't need to have Python installed.

I once published a version that allowed user-only installations, but then I got complaints because MiKTeX is then not fully functional.

The support for user-only installation has been improved in recent MiKTeX versions. It works fine for me.

So I think we should only provide an installation that leads to a full featured and working system.

I don't agree with this. For example, when working on a public university or library computer, most people won't care about having full image previews.

And it's not just about user-only installs, multi-user systems (also with multiple administrators) are also important to support.
