Btw, maybe that file really belongs in the wiki section instead? You could
move it somewhere under the uploads directory, e.g.
/home/lyx/www/pmwiki/uploads/Devel/LyXMeeting2008/
You can use the file manager that's accesible through the wiki to upload
it.
