I'm confused about what you two are discussing.
So far as I can see, all Pavel's module does is allow comments to be
printed. But if it depends upon comment.sty and we want to check for
that, then we I think we need to add "comments" to the simplefeatures
array in LaTeXFeatures and add \TestPackage{comments} to chkconfig.ltx.
