We should start right now to get it ready for LyX 2.0, but I won't have much time for this before April 26. But if you could send your first version, I will comment on this as soon as possible and also promise to test it.
I haven't started working on it yet because I wanted to make sure everyone agrees with the approach.
I propose that for alpha 1 we build a simple zip package, since it will only be used by advanced users anyway. These users will already have a properly configured MiKTeX so they can simply extract the zip file to give the development version a try.
For alpha 2 the goal could be to have a basic installer, and then we can continue to add extra features such as automatic installation of hunspell dictionaries and MyThes thesaurus lists.
