Yes. And now, with the latest CVS, Import->Noweb seems to be found.

Okay. That clue was enough to have me re-copy the default lyxrc and
change it to my preferred settings.
I suggest that you do:
\converter literate program "build-script $$i"
"originaldir,parselog=listerrors b"
And also for the literate to latex converter:
\converter literate latex "noweave -delay -index $$i > $$o"
"parselog=listerrors n"
